Urban Institute calculates net premiums under House-passed AHCA for every 499 rating area

The Urban Institute, a Washington, D.C., policy and research think tank, compared what net premiums — after federal tax credits — would be under the House-approved American Health Care Act and the ACA in 2020.

The House-passed AHCA calls for age-based tax credits up to a certain income level, while the ACA imposes income-based tax credits.

Researchers targeted their analysis on what a single 50-year-old nonsmoker with a $31,000 annual income would pay under each legislation. The institute calculated the difference between premiums in each of the 499 premium rating areas in the U.S.

On average, researchers found post-tax credit premiums would be lower under the ACA than the AHCA. However, this was not true for young individuals in low-premium areas and individuals with higher incomes.

The institute created a fact sheet for each state comparing net premiums, after tax-credit, for the 50-year-old example in every rating county.
